Abstract
This study have been amed to reveal the basic Principle of Roma system that was approved on international Crime with reference to it .
The first permenant showed the difterent crimes through Roma basic system .
Also, the reasech fouces on the principle of the punishment stsyen,which leads us to give what does it mean of Roma system and the effectiveness puinshment. The study results showed that much more recommendation in general information about the end of this study .
